Paint Shop Pro X2/3/4/5 & Newer Photo - Important!
Before installing your Plugins, you first need to create a Plugins Folder in Corel Paint Shop Pro’s main programme files. To do this, navigate to Corel’s main programme files via Windows Explorer - Windows 7 Here - Windows XP Here
Once you have arrived inside Corel’s main programme files; right-click an empty part of the workspace, then from the subsequent drop-down list, choose New then choose Folder - then name the new folder Plugins - or something similar - as illustrated below.

Alternatively, you can create a Plugins Folder in Paint Shop Pro’s My PSP Files folder found in My Documents .

PaintShop Pro X4: Step 2 - Transfer/Copy Plugin Programs To The New Plugins Folder
Now that you have created a Plugins Folder, it’s time to transfer, or copy, your Plugin Installation Programs (the actual Plugins) into it. Therefore, Copy your Plugins and Paste them into your new Plugins folder.

PaintShop Pro X4/X5 Step 3 - Unzip/Install Your Plugins
Now that your Plugins have been transferred to the Plugins Folder: Unzip them if they have been compressed - (zipped); and then install them into Paint Shop Pro in the usual manner - as outlined in this Install Plugins Tutorial. You must ensure that when installing the Plugins, the final installation destination Folder is your newly created Plugins Folder.
PaintShop Pro X4/X5 Step 4 - Point The File Locations To Your New Plugins Folder
Now that you have transferred, and unzipped/installed your Plugin Installation Files into your newly created Plugins Folder, you must finish by pointing (linking) PaintShop Pro X4/5 (& Newer)’s Plugins File Locations towards the newly created Plugins Folder - As Fully Demonstrated Here.

The following tutorial is suitable for Paint Shop Pro 7, 8, 9, X, XI, X2, X3, X4, X5 (& Newer).
Note (Raster Layers)
Plugins will only work on Raster Layers - therefore, if you are working on a Vector layer, convert it to a Raster layer prior to applying your plugin. (From the top menu, Layers then Convert to Raster Layer).
Two-step Plugin Installation Notes (X4 Notes Here)
There are two steps to installing Plugins - once they have been downloaded to your PC - (or opened), they have to be installed into Paint Shop Pro’s Plugins folder; they then have to be directed to Paint Shop Pro’s File Locations dialogue box. This tutorial demonstrates how to do this.

Downloading Plugins To Your PC
Left-click the file download link, then from the File Download dialogue box, select Save, and save it to your Desktop, or My Documents; remembering where you have downloaded it to. Now locate the Plugins file, and unzip it, (unzipping software Here if necessary), and you are ready to install it into Paint Shop Pro’s Plugins folder.
Installing Plugins
Many Plugins such as Ulead Art Textures, Eyecandy and Harry’s Filters, etcetera, will have their own installation instructions (Shields). Once they have been clicked open, follow their installation instructions, then link Here to finish the installation into Paint Shop Pro’s Plugins folder.
Remember
Plugins with Installation Shields will not install identically; (for example, Harry’s Filters 2 & 3, are slightly different). However, at some point you will be asked to select a folder to install your plugin to - that is when you need to locate your Paint Shop Pro Plugins folder; in order to complete the installation.
Tip
There will be occasions when the Plugin you have downloaded - and unzipped, if necessary, does not include an Installation Shield, and it may resemble the following Eliminate White filter.
However, simply transfer this file - with any images supplied with the download - to your Plugins folder as usual.
Important DLL Files
To enable most third-party Plugins to be compatible with Paint Shop Pro 7 8 9 X XI X2 X3 X4 X5 + you will need to download and install the following DLL files.

Installing Plugin Commander Light
Once your Plugin file has been downloaded, left-click it and select Install then select Agree and install your file into Paint Shop Pro’s Plugins folder, as described Here.
Installing Harry’s Filter - 2 or 3 
To download Harry’s Filters link Here - you need a valid e-mail address. Harry’s Filters are a good starting point, and are free - my link takes you directly to Harry’s Filter’s website, where you can download the filters.
Note
Most Plugins with Installation Shields are similar to the Harry’s Filters installation, and the aim is to install them into Paint Shop Pro’s Plugins folder.
Once you have downloaded your Plugin, exit (close), Paint Shop Pro, then double-left-click the Harry’s Filters download, and you will notice the following dialogue box - (Version 3 will open with the licence screen, click Yes, and your Browse for Folder dialogue box will appear).
Left-click Install (illustrated above), then select I Agree to the Licence Agreement dialogue box, and you will then be presented with the following dialogue box.

Left-click the Browse tab - shown above - and from the subsequent Browse for folder dialogue box - illustrated below.
Locate your Paint Shop Pro Plugins folder, in exactly the same way as described Here
(It is the Jasc folder you are looking for with Paint Shop Pro 7 8 9 and Corel for Paint Shop Pro X XI X2 X3 X4 X5 (& Newer)) once you have located your version’s Plugins folder - as illustrated below.
Left-click OK - as shown above. And you will see the following dialogue box - select OK - as illustrated below.
And the files will then be copied into Paint Shop Pro’s Plugins folder.
Once installed, you will be presented with a Notepad Help Files document; exit this. Your Plugin will now be loaded into your Plugins folder, and needs to be pointed towards Paint Shop Pro’s File Locations dialogue box.

Installing DLL Files And General Plugins
Once you have downloaded your Plugin - if it is a zipped file, it will have to be unzipped before it can be installed, link Here for full instructions.

Once unzipped, (depending on the Plugin), it may look similar to the following Install Shield screen capture.
Alternatively, your Plugin may look like this.
For the first (Install Shield) type plugin, follow its instructions then transfer the Plugin to your Plugins folder in the same way described as follows.
Left-click and highlight the file, (if you have more than one file to transfer - to highlight
all - hold down the Ctrl key of the keyboard, and carefully, left-click to highlight each file).

Once your file; or files, have been highlighted, from the left-side menu (shown by the above arrow), left-click Move the selected items.
And in the subsequent Move Items dialogue box, illustrated below, scroll, locate - and
double-left-click Local Disc (C). Or where your main Program Files are located.

Now, scroll - locate and double left-click Program Files - as illustrated below.

Then scroll, locate and double-left-click Jasc Software Inc, as illustrated below.
You are looking for Corel with Paint Shop Pro X XI X2 X3 X4 X5 (& Newer) .

Scroll, locate and double-left-click Paint Shop Pro - and select your version, as illustrated below.

Then scroll, locate and double-left-click your Plugins folder, as illustrated below.

Finally, select Move - as illustrated below.
You have completed the Transfer process, and your Plugins have been installed into your Plugins folder, you now need to direct (point), the Plugins/DLL files to Paint Shop Pro 7 8 9 X XI X2 X3 X4 X5 (& Newer) - as described below.
Open Paint Shop Pro 7 8 9 X XI X2 X3 X4 X5 (& Newer) - there is no need to open a New Canvas at this stage.
File Locations Dialogue Box (Important Plugin Optimisation)
From the top menu of Paint Shop Pro, select File then Preferences then File Locations.
You will then be presented with the following File Locations dialogue box

Paint Shop Pro 8 9 X XI X2 X3 X4 X5 (& Newer), scroll the left-side pane, locate and click open Plugins.

You will then be presented with the following box, select the first entry line, as indicated below by the arrow, and click open the Browse tab. You will then see a Browse for Folder dialogue box - as illustrated Here.
Note
If this is the first time you have installed Plugins - Folder 1, Folder 2 and Folder 3, will be blank.

Highlight then left-click the Browse tab.

You will then be presented with the following Browse for Folder dialogue box, now, scroll the folders - and highlight then left-click the Plugins folder, then select OK.
In the File Locations dialogue box, you will notice that Folder 1 - indicated by the red arrow for Paint Shop Pro 7 8 9 X XI X2 X3 X4 X5 (& Newer) - has (C:\Program File), etcetera, entered into it - this indicates that your Plugins folder is being recognised by Paint Shop Pro, and your Plugins are loaded and installed correctly. Click OK to complete the process.

Installing Future Plugins
Now that your Plugins folder has been loaded - and is recognised by Paint Shop Pro, whenever you install a new filter, simply unzip it to your Plugins folder, (or Copy and Paste it - depending on the Plugin type), and it will automatically be available from Paint Shop Pro’s Effects menu. (Close - then reopen Paint Shop Pro, to complete the installation).
It is now time to load and test your new filters. Therefore, close down any files and exit Paint Shop Pro, then reopen it. Open the text or image you would like to apply your new filter to - ensuring it is on a Raster Layer.
And from the top menu, select Effects then scroll down - and highlight Plugins.
Then select Harry’s Filters.
Select your choice of effect - then select OK.
Make A New Plugins Folder - Windows XP - Windows 7 Click Here.
If you would like to file your Plugins in separate folders - or you find you have no Plugins folder to begin with - then make a new one. First, locate Jasc’s - or Corel’s main folders, (from Windows Explorer).
Navigate To Core’s/JASC Main Program Files Folder: Windows XP
First, left-click Windows XP’s Start Menu.
Locate and double-left-click My Computer, and then locate and double-left-click Local C.
Now, locate and double-left-click Program Files.
Then locate and double-left-click Jasc Software Inc.
Paint Shop Pro X XI X2 X3 X4 X5 (& Newer) you are searching for Corel and not Jasc.
Locate and double-left-click your version of Paint Shop Pro.
And your Paint Shop Pro files will be displayed.
From the left-side menu, left-click Make a new folder as indicated by the arrow above, and you will be presented with a new folder, which will be highlighted, and ready to name.
Clear the text and enter a unique name for your new folder.
Then press the Return/Enter key, and a new folder will be created.
Remember, your Plugins folder will then have to be pointed to the File Locations dialogue
box.
If you have followed my tutorial closely, your filters should be ready to apply and have fun with.
However, be prepared, sometimes Plugins will refuse to work with Paint Shop Pro; I have many different filters added to Paint Shop Pro 7 8 9 X XI X2 X3 X4 X5 (& Newer) and after installing the DLL files and Plugin Commander Light; (all the best ones), are working well.
Note
If, for some reason, you need to reinstall Paint Shop Pro; the installing and directing your Plugins process needs to be repeated.
Navigate To Corel’s/JASC’s Main Program Files Folder: Windows 7 (64 Bit)
First, left-click Windows 7’s circular Start Menu.
Then left-click Computer.
Double-left-click to open the Hard Disc where your main program files reside.
Then double-left-click to open the folder where your main program files reside.
Double-left-click to open the Corel Folder.
Now, double-left-click to open the Corel PaintShop Pro X4 folder.
Once inside, right-click over an empty area. Then select New and select then Folder, from the subsequent pop-up menus.
Then type in a name for your new Plugins Folder - as demonstrated below.
Congratulations, you have successfully created a Plugins folder for PaintShop Pro X4, and it is ready to utilise. (It’s safe to close down all open Window Explorer Windows).
Run PSP As Administrator: Windows 7
If when running PaintShop Pro, it prompts you to Run As Administer: - right-click over PaintShop Pro’s Start Icon. And from the subsequent pop-up menu, right-click over the Corel PaintShop Pro menu, (this is found directly above the Unpin this program from taskbar menu). Now, from the subsequent pop-up menu, left-click Run as administrator - as illustrated below.
Warning! (If You Have A Copy Of Adobe Photoshop On Your Computer).
If you have any version of Adobe Photoshop on your computer, be warned: changing Paint Shop Pro’s File Location Preferences to hook-up with Adobe Photoshop’s Plugins is
Not Recommended. Hooking up Paint Shop Pro’s File Location Preferences to utilise Photoshop Plugins will almost certainly break Paint Shop Pro, requiring you to uninstall and reinstall Paint Shop Pro. (I speak from experience, so please, don’t do it).
You can still use Photoshop Plugins with Paint Shop Pro; however, install them into Paint Shop Pro - as fully demonstrated in this tutorial. It’s perfectly safe for Photoshop students to share plugins that have been installed into Paint Shop Pro’s program files simply by setting up Photoshop’s Preferences; as demonstrated here.
